471. The focus of Todd, Smith and Montoyas study is multicultural competence. To date, no consensus has been reached on the kind of instrument that can assess multicultural competence although
there is a need for such an instrument. There is, however, a vast array of manuscripts addressing this topic. The authors identify three groups that would benefit from such an
instrument: counselors, counselor educators and researchers. The authors study was comprised of a literature review to determine the degree of internal consistency reliability of different multicultural competency instruments. They performed
the appropriate coding for this type of research methodology. The review included over 800 articles on the topic and found that less than 17 percent of the studies actually assessed
the participants level of multicultural competence. That was 137 out of more than 800 articles. They also found a total of 29 different multicultural assessment instruments were used but only
6 of those were used in more than one study. Most used a form of self-reporting or third-party observation. The six did demonstrate internal consistency reliability at acceptable levels. The
authors were careful to point our the limitations of their research, however, it is beneficial to counselors in a number of ways. Our society is more diverse and becoming more
so all the time. This diversity requires counselors to have a degree of multicultural competence if they are going to be helpful to their clients. It is impossible to be
effective when you know nothing about the cultural background of the client. A valid and reliable competency instrument can help counselors gain insight into the areas in which they need
to improve. Dykeman, Bruce F., PH.D. (2006). Alternative Strategies In Assessing Special Education Needs. Education 127(2), 265. [Student, could not find a date on the copy you sent.]
