available to be reclaimed. This is an approach that is able to allocate costs and ensure that they are accounted for by the project, use of department that are
using those resources. In the case of all costs being allocated to a single project or function issues such as unfair or inaccurate allocation are less of an issue as
there is no split of costs to allocate. However, where there is an allocation of costs between projects, this has the potential to have costs allocated in a way that
