governments experience a degree of corruption, from time to time, and to some extent. For example, there are spies in all nations, even in the United States, and there is
police corruption in many departments throughout the world. Yet, in Mexico, it seems as if corruption in different forms is the rule, not the exception.
Hadden (as cited in Edwards, 2000) claims that Mexicos new President Fox had appointed a few women as well as independent politicians to top posts, but even with
an experienced diverse cabinet, Mexicos new president does face a great many challenges in several areas. For example, as many as 40 % (2000, p.PG) of Mexicans live in poverty;
also, corruption within the government, particularly within the police force, is quite high (2000). While Fox himself may have the motivation to clean things up, it does not mean he
has not had to deal with many problems along the way. While Fox has been crusading against corruption, his relatively new presidency needs time to provide evidence that things have
changed. Mexicos history, again, is rather dismal in terms of corruption and much work is yet to be done. II. Police Corruption
In May of 2001, the government which is now run by Fox, had made strides in trying to conquer the corruption within Mexican police departments.
