the State of North Carolina is reviewing the corrections programs within the state. The object of this review is to compare options available at the state level with the federal
level in order to create as many options as possible in achieving the goals of corrections. The only federal prison facilities in North Carolina are located at Butner, NC.
Each Federal Bureau of Prisons facility offer services and programs that are designed to meet the needs of inmates, structure the use of their leisure time, and aid in reintegrating
these individuals into society (Inmate matters). Federal facilities will interview and screen an inmate on arrival from a case management, medical and mental health perspective, which facilitates assignment to the
Admission and Orientation Program that is best suited to that specific inmates needs (Inmate matters). Various programs that teach marketable skills are available and this has been shown through research
to reduce recidivism (Inmate matters). Also a wide variety of programs are available that teach pro-social values, life skills and provide vocational training (Inmate matters). North Carolina runs 94
state correctional facilities, which range in size from the largest state prison (housing 947) to the smallest (housing 26) (Prison facilities). Within these facilities, as at the federal level,
a variety of services are offered. These programs fall under the following general categories: work programs; educational programs; transitional programs; prison life programs; counseling and treatment and chemical dependency (Program
services). Different programs are available at different locations. For example, JOBSTART is a targeted approach to prison-to-work transition planning offered to inmates at four units within the NC Division
