Question # 1 There is little doubt about the fact that criminal behavior is not the result of random instinctive causes. Instead, it occurs predominately for reasons; a large majority of which are directly related to the socioeconomic conditions of criminals. Disparities in society among the races and their respective classes cause separation and hardship for certain key groups. The inability to secure a home, employment, a pleasant neighborhood etc; may lead to criminal behavior. The "ghetto" is a primary example - where underprivileged youths turn to drug-selling as their only form of income due to the social conditions around them. Lack of inner-city resources, depravity of good education, and few positive role models are other related social conditions. In certain areas, the consequences of societal issues such as single parenthood, welfare, drug addiction and so forth may cause criminal behavior. Corrections is most efficient when it seeks to work with those who are likely to commit crimes as a result of such societal conditions and help prevent them from doing so beforehand. This is certainly not to say that all people faced with these harsh societal conditions will commit crimes. But what it does suggest is that under such conditions, the likelihood is greater that criminal behavior will be instigated by social forces. Some would argue that this approach "blames" society instead of the criminal. But what it does instead, is seeks to stop the problem at its root; by finding the causes of crime and bringing corrections into a role where it can more positively influence the societal forces of repressed inner-cities so as to prevent crime before it happens.
