effectively deter criminal activity most preferably from the vantage point of a first-time offender. One of the most compelling examples of such correctional policies is found in boot camp
programs. While this option may be considered more compatible with some offenses than others and more appropriate for some types of offenders than others, its ability to shock sense
back into lawbreakers is quite notable. The idea of boot camp programs is to snap the offender back into form after completing a four-month curriculum. Officials who claim this
"cost-saving alternative to overcrowded prisons" (Schwartz, 1996, p. 47A) is instrumental in converting criminals - usually youths - into positive and contributing members of society cannot justify such assertions based
upon statistical findings, however: Of those offenders who attempted to complete the program, a mere 22.6 percent who walked past the boot camps gates for rehabilitation actually finished it.
Not surprisingly, the rest either found their way back to prison or were cast out of the program. If delinquency is "rooted in personality characteristics rather than in external
forces" (Banks et al, 1996, p. 49), then one might argue how it does not make sense to employ this type of rehabilitation.
Clearly, not everyone is a fan of the boot camp approach to rehabilitation, with critics contending how such brutal methods do nothing but instigate more of the same behavior that
the recovery programs seek to overcome. A recent study illustrated with "overwhelming evidence" (Anonymous, 1997, p. PG) how boot camp programs do not have the same desired effect upon
offenders as the contemporary prison-based education program, which has been heralded as "one of the most effective of all crime prevention programs nationwide" (Anonymous, 1997, p. PG). This particular
