most businesses it is accepted there will need to be some level of regulation, for example, telecommunications industries with the determining of the frequencies and for any consumer market there
is the need for consumer laws, such as the Sale of Goods Act 1979 and other Sale of Goods and Services Acts which have been enacted and amended over the
years. These set out a minimum level of compliance, but they are often not seen as sufficient alone and require further commence with codes of conduct. There are some persuasive
argument for leaving the codes of conduct as theoretically voluntary and seeing companies company and explain rather than comply and answer to a legislative structure. The regulation of an industry
is one which is resisted due to many aspects, the implications of breaking a law rather than a code of conduct may result in greater negative publicity and higher penalties,
but there is also little doubt legislation is less flexible. This preference for self regulation through voluntary codes of conduct may be seen in many different industries in the way
when pressured the industry will capitulate, even if unwilling, to the government demands rather than suffer enforced legislation. If we look at one example of this then we can
examine why this approach may be the preferred approach in the UK and why it may it be seen as preferential by other government such as the US. A good
