be seen by examining the Clinton administration. During this era, Republicans were far more effective than White House in achieving their agenda because they controlled Congress (Jacobson 219). Congresss "performance
as an institution" has a tremendous effect on both "how and how well the United States is governed" (Jacobson 219). Examination of the electoral system illuminates how the structure of
this system affects the governance that Congress provides. Congress is a "representative assembly" whose members are selected via "competitive popular elections" (Jacobson 219). As this positions depend on
reelection, with representatives in the House facing reelection every 2 years, legislators are obliged to pay attention to the desires of their constituency. "What legislators fear is not merely that
citizens might disagree with their positions and actions but that such disagreement might affect voters choices" (Arnold 37). As this statement points out, "Elected officials...have every incentive to anticipate citizens
needs, to devise and enact efficient and effective programs for fulfilling those needs and to produce pleasing outcomes by election day" (Arnold 43). It is not an understatement but merely
a fact that "Their very jobs depend on it" (Arnold 43). Considering this, political analysts have studied and analyzed the behavior of American voters: why and how they arrive at
their voting decisions. There is considerable positive evidence that indicates that some citizens base their voting decisions on congressional candidates on their determination of the performance of the presidents party.
