This paper discusses the criteria used to determine who is awarded a contract, and applies that to Mondavi. Discussion There are two different types of contracts, according to one source:
supply contracts and service contracts (The tendering process). As the names imply, a supply contract is a contract that "... may involve ... purchase, lease, rental or hire-purchase" (The tendering
process). A service contract is "for the provision of services" (The tendering process). If a contract is eventually awarded, it is done so on the basis of the potential supplier
meeting several criteria. "These are the criteria used in determining to whom a contract should be awarded. They are specific to the contract and may be in terms of: lowest
price, or the economically most advantageous tender submitted for the contract" (The tendering process). Substantial research has not turned up anything to identify a specific contract that Mondavi won to
supply wine or to provide service, but there is a tender in which the State of Pennsylvania, which sells liquor through state-controlled stores, puts out a request for proposals. A
letter dated July 16, 2006, begins, "You are invited to submit a proposal to provide the Pennsylvania Liquor Control Board with services for California Regular Consolidation, in accordance with the
attached Request for Proposal (RFP) 20060112" (Dietrich, 2006). The RPF itself is 200 pages long, and what Pennsylvania is actually asking for is bids on is the means to consolidate
and transport the shipment of wine and liquor from California to its state stores, so presumably the letter went to truckers, freight companies and so on. However, among the list
of items to be transported are many different Mondavi wines, so we can assume that at some point, Mondavi must have been awarded a contract to supply wines to Pennsylvania;
