Our educational arena, institutions, and approaches alike each underwent significant evolution in the twentieth century. Wayne J. Urbans and Jennings L. Wagoners "American Education: A History" and Marvin
Lazersons "American Education in the Twentieth Century" serve to illustrate that fact. Each of these books emphasizes the progression of education in the twentieth century from concentrating solely on
the education of certain segments of our society to an emphasis in equality. These authors also serve to emphasize the fact, however, that while the twin goals of excellence
and equality could be complimentary at times, more often than not they were contradictory. The fact that a dual emphasis on excellence and
equality in education can be contradictory is no better illustrated than by looking at our present day education system. Under the present system of bureaucratic red tape our schools
are in a shambles and our products, the students themselves, often pass through these institutions as though they were attending some type of mass transit facility rather than enrolled in
a facility for learning. Our schools are supposed to turn our children into productive adults who can not only function but excel in society. Our schools are not
meeting these goals. Part of the reason is an almost myopic concentration on equality in funding when what is really needed is equality in circumstance.
Indeed, the majority of factors which have contributed to our current-day educational failure revolve around equity, the equal funding of our nations educational system. Lazeron (1987)
