When these decisions have been made and implemented, the company needs to know and understand the employment laws wherever they are expending. These are another set of laws the company must comply with. Organizations must also be aware of the culture, which dictates practice. If a company were going to open operations in Germany, they would required to comply with the codes for the of European Employers which explains that the German labor code is based on provisions in the German Civil Code plus many other statutes, most of which have emerged from the German judicial system. In Germany, the Works Constitution Act, amended in 2003, mandates that companies will have work councils and all employees who are 18 years old and older have voting rights (The Federation of European Employers, 2003). The law goes on to say that employers, trade unions, work councils, etc. are required to work together "in a spirit of mutual trust" (The Federation of European Employers, 2003). The members of the work councils are elected by the employees and the gender composition of these councils are expected to be as proportionate as possible (The Federation of European Employers, 2003). There are also laws about the number of hours employees can work, which are a bit more rigid than in the U.S. (The Federation of European Employers, 2003).
