Homelessness in the United States is a very real problem. The Stuart B. McKinney Act was implemented in 1987 to address this problem. The overriding goal of this Act was the implementation and delivery of programs which would effectively move the homeless off the streets and into community-integrated independent living arrangements. The implementation of the provisions of the Act have, however, varied quite extensively throughout different sections of the country. With this variation came a variation in the best practice" treatment of the problem and, consequently, a variation in service delivery. The purpose of this paper is to utilize empirical evidence to evaluate the effectiveness of homeless programs implemented in Santa Cruz County California, an area of particular concern because of the dramatic contrast which exist between the growing economy and the devastating impacts of poverty. Despite the booming economy in Santa Cruz, there is a growing chasm between those who can afford the living costs of the area and those who can not. This is true, in fact, despite the various interventions revolving around housing provision for the homeless which has been implemented by the county. One of the unintended and undesirable occurrences associated with the administration of this countys homeless program is the fact that the simple provision of housing and food do not effectively abate the problem in the long run. Indeed, Applied Survey Research (2003) reports that by the year 2002 over half of the jobs in the area paid less than a livable wage.
