boomer" generation, that is, the generation of Americans born directly after World War II who are now entering their retirement years (Takamura, 1999). This means that the country is facing
the burden of supporting the "largest generation of older people the world and our nation have ever seen" (Takamura, 1999, p. 232). There are grave concerns about the viability of
the federal entitlement programs, i.e. Medicaid, Medicare, Disability, Welfare and Supplemental Security Income, as well as the Older Americans Act, in addressing the needs of older Americans in the coming
decades. This concern also extends to the economic logistics of the situations in which a smaller pool of workers pay the taxes that support these programs. The Administration on
Aging (AOA) indicates that the Older Americans Act (OAA) was passed in 1965 in response to a deficit in community social services needed by the elderly (AOA, 2010). The OAA
provides a broad array of social and nutritional services on which many older citizens, particularly those who have low income, depend. Federal, state and local budgetary constraints have already interacted
with the increasing numbers of older Americans to strain the capacity of OAA agencies and service delivery programs to fulfill their mission (Burgess and Applebaum, 2009). Complicating the situation still
