in fact, far from it. With alarming frequency, juvenile offenders have been appearing before judges for various acts of criminal misconduct. A juvenile is a male or female
under the age of 18, which is the legal definition of adulthood in the United States. Any juvenile that has committed one legal infraction is typically labeled as being
delinquent. The arrest rates of juvenile offenders reach their peak during adolescence, during the mid-to-late teen years (Greenwood, 1995). Numerous studies have revealed a linkage between delinquency and
child abuse (and neglect). The Federal Child Abuse Prevention and Treatment Act of 1988 had officially defined abuse and neglect as the physical or mental injury, sexual abuse or
exploitation, negligent treatment, or maltreatment of a child by a person who is responsible for the childs welfare, under circumstances which indicate that the childs health or welfare is harmed
or threatened" (Ketterlinus and Lamb, 1994, p. 128). Abuse refers to two distinct types - physical and sexual (Ketterlinus and Lamb, 1994). Physical abuse are aggressive acts such
as hitting, punching, kicking, shaking, or burning a childe while sexual abuse can be nonspecific assault in order to achieve sexual gratification or specific intimate touching, fondling, sodomy, or incest
(Ketterlinus and Lamb, 1994). Neglect occurs when parents, guardians, or caretakers fail to provide children with the necessary provisions of food, clothing, shelter, protection, and medical attention necessary to
