capacity is recorded into the hospitals database. Mr. X is receiving psychological counseling but acknowledges that he has not been fully forthcoming with his counselor because of the electronic
record of his sessions and his fear of the hospitals ability to keep his records confidential. In the past several months, the veterans system computers have been broken into
