(CoPS), these can be defined as high cost, software intensive and engineering intensive products, capital goods, systems, networks, services or constructs (Davies and Hobday, 2005; Hobday and Rush, 1999). Many
of these innovations are often important in terms of the economy in which they take place, these may include products such as aeronautics and other large developments which are often
broken down into smaller projects. However, there is also the element of complexity in terms of the integration, whereby small changes in a single area may have a large impact
across the rest of the CoPS innovation (Davies and Hobday, 2005). This means that integration a major part of the process and as such it may be argued that
when it comes to the management of CoPS integrators need to know more than is seen in their actual output. The level of important to an economy is very
high, research by Davies and Hobday, (2005), indicates that in the UK as well as being integral to the old and new economies CoPS is estimated to add 21% of
the gross added value the is added during the manufacturing and construction process, which accounts for about ?133 million outputs and provides in the region of 1.4 million jobs (Acha
et al, 2004). The CoPS also account for 15% of international trade when calculated over the past three decades (Acha et al, 2004). The awareness in recent years has
increased as a result of changes in government policies such as public finance initiatives (PFI) and public private partnerships (PPP). These has increased attention paid to large capital projects, and
