Overall, it is George Bush that is the better prepared of the two. Kerry’s positions sound noble but lack substance; Bush’s positions are less grand but are workable. "Monday morning quarterback" activity may be a waste of time for everyone not directly associated - and employed by - a professional football team, but it can provide valuable insight
in the political arena. After the election is a highly appropriate time to critically review candidates positions on various issues. President Bush is prohibited by law from running
for another consecutive term; John Kerry appeared to be campaigning during his gracious concession speech. Having gained 55 million popular votes and a respectable number of electoral votes, it
is quite possible that John Kerry will be a candidate again in 2008. The purpose here is to critically assess the two former candidates positions on "the economy, education,
national/homeland security, health care and the environment." Economy It was Kerrys position that the government should take a far more active role in
creating jobs for Americans. This role would include prohibiting US companies from continuing to outsource many of their activities. Textile mills disappeared years ago, but now many companies
outsource computer programming to India, and the portion of Dells customer service dependent on telephone and email is based in India as well. Kerry proposed to halt this exodus
as well as create government programs (i.e., national park maintenance) while forcing employers to offer health care benefits to employees. George Bush appears
to have examined the patterns of the past, specifically the rate at which manufacturing jobs and then entire companies exited the US in the early years of NAFTA. Overburdening
businesses with layers of government regulation decreases their ability to profitably compete in their industries, limits their growth and therefore their ability to create jobs organically. Education
