organizations that were in trouble. Gordon Bethune took over Continental Airlines. All stakeholders of Continental, including employees, shareholders and travelers were disgusted with the poor performance of Continental. Director Pedro
Garcia took over in the superintendents position of Metro school district where stakeholders including students, teachers, and the board were disgruntled with low student achievement scores. Both Garcia and Bethune
faced the challenge of financial shortfalls but for different reasons. School districts have had their funding cut annually for many years. Most school district superintendents in the United States deal
with this budget shortfall every year. Continental, being a private company, must generate income from sales and Continentals sales were lower. Garcia made dramatic changes within the school system.
One thing he did was to freeze hiring and cut administrative staff through attrition, i.e., he did not fill vacant positions. He cut 100 administrative positions out of a total
of 775 (Tennessean, DATE-we do not have the citation for this source). He reassigned personnel and he updated the computer system to automate many business functions. Garcia also changed programs.
There were many students in the Metro School District who were 18 and older. The law in Tennessee mandates education for regular students up to age 17. It is 21
