thin. City plans inherently need to be long-term, spanning 15 or more years. That does not mean the plan will not change as conditions change in the society but it
does mean city officials approve and deny proposals after reviewing their own plan for the city. The cities included in this comparison are: Santa Monica, California; South Bend,
Indiana; Fort Collins, Colorado; New Haven, Connecticut; and Asheville, North Carolina. All five plans carry the city into the future, although not by the same number of years. Each
plan includes a description of the city. All plans discuss similar categories and all were developed with input from residents. In fact, each city used many different venues for citizen
input, such as neighborhood meetings, newspaper surveys, local cable TV networks, and the radio. Each explains in great detail the process that was used to develop the plan. The committee
or the city council then published results of input, categorizing comments into categories. Priorities where then established and finally, a plan was written. All plans recognize the demands on natural
and other resources. Santa Monicas plan is entitled "Sustainable City Plan." Santa Monica first addressed sustainability in 1994 with their Sustainable City Program. In 2001, the city began the
process of a comprehensive update and upgrade and in 2003, the City Council adopted the new plan. This new plan includes a number of goals: "to conserve and enhance our
local resources, safeguard human health and the environment, maintain a healthy and diverse economy, and improve the livability and quality of life for all community members in Santa Monica." The
goal areas, which are based on a number of principles, are: Resource Conservation; Environmental and Public Health; Transportation; Economic Development; Open Space and Land Use; Housing; Community Education and Participation;
