times of change, third world countries should concentrate on development rather than democratization or other political agenda. In the case of Mexico, the peso underwent a major devaluation crisis
in 1994 and the country is still recuperating. The political structure, though unusual, has stabilized and has implemented programs to increase productivity, decrease poverty and decentralize both banking and
government. Iraq is a very different scenario. The Gulf War left the country in physical disarray and without economic stability. The government continues as a strong dictatorship
- the people have little more than enough resources to survive and none for political involvement. The sanctions imposed at the end of the Gulf War plague the people,
the economy and the implementation of government programs. One program that has been completed is a vast drainage canal that flows midway between the Tigris and the Euphrates.
The absolute priority for Iraq is the development of resources and the re-establishment of economic stability. The emphasis in Mexico has been on development. The socioeconomic modernization process that
has been implemented in Mexico, as measured by income, indices of material well-being, education, industrialization, urbanization, or some combination, has had a very powerful influence on the democratization across states.
Certain regions, such as the northern belt where the economy has traditionally been based on commerce and industry, is following the pattern of appear to follow a familiar pattern,
