and is a large part of the criminal justice system today. Policing is a part of enforcement, but community policing puts a new spin on an old paradigm. Community policing
is actually a philosophy that has been developed in many departments that goes to the promotion of community and police partnerships (Miller & Hess, 2005). Not only do community members
take a more proactive role in their own safety, but it is also the case that there is a greater police presence in the neighborhood. In general, the police become
a part of the landscape. They are visible, and the community members are as well. This approach has seemingly served to deter crime. The police department in America has a
unique culture. In fact, some claim that it has a culture that does not change easily (Stephens, 2005). It is true that the authoritarian style, no nonsense, law and order
stance is a part and parcel of many agencies today. Of course, the beat cop changes that to an extent by engaging the public to trust him to protect the
community. In some instances, there is an adversarial situation between the police and the community if in fact the officers take a strict stance. After all, the police officers can
write tickets for small oversights, but a friendly attitude, without overly strict enforcement, is something that can go a long way to create an atmosphere amenable to the people.
Of course, every community is different and each has unique needs. The beauty of community policing is that there is room for individuation. In providing an historical analysis of the
