policing efforts have not have abated criminal activity enough, and many are calling such efforts a failure. Community leaders and law enforcement officials are still cutting through the thick crust
of apathy, and the very nature of community policing includes getting the community involved, including the detractors. Since crying "wolf" does not work, perhaps the policing agencies could just implement
a program of crime to wake up these sleepers. Unfortunately, this is not practicable and other efforts must be identified and implemented.
Historical Background Allender (2004) provides that while community policing programs vary from state to state and local government to neighborhood, the basic premise
of community policing is a combined effort by law enforcement, community leaders and residents to control criminal activity in neighborhoods. With the advent of the community policing concept, this has
been stretched into prevention efforts. Based on a wide range of viewpoints and actual criminal activity within each of these communities, community
policing programs can range from loose neighborhood watch programs to regimented tracking and abatement programs headed and controlled by the local law enforcement agency. As Allender states, any concept of
