Some believe community policing to be a "softer" approach to law enforcement, when in reality the opposite is true. "Community policing is
based on improving relations and building trust between neighborhood residents and the police" (Webster, 2008; p. 16). The president and CEO of the New Orleans Police Foundation, Bob Stellingworth,
explains that "Once that trust is established, people are more likely to identify suspects or provide the police with information that can lead to arrests" (Webster, 2008; p. 16).
If community policing is "softer," it is softer only with those that police are charged with protecting. It is not softer at all
with those who insist on breaking the law and requiring the presence and involvement of a law enforcement officer. Community policing builds better
relationships with law-abiding citizens and leads them to be more comfortable with communicating with police officers as protectors of the community. When law enforcement can build this trust, then
the citizens themselves will provide insight that police officers alone nearly always lack. The combination makes neighborhoods safer and law-breakers more willing to find other areas to disrupt and
threaten the innocent. Officer Attributes The first individuals recruited for the community policing program should be women or at least comprised of more
