These are 1. communication channels, and 2. public education. There is a very real need to develop a satisfactory communication plan that will successfully alert the residents
in the event of an imminent threat to their health. The threat of a influenza pandemic is of particular concern in this regard. Having the ability to quickly
contact residents and alert them to immunization schedules, for example, could be critical. The CDC ranks immunization as the number one public health achievement of the twentieth century (Johnson,
Nichol, and Lipcynski, 2008). If people cant be called in in an efficient manner to receive those immunizations when they are needed, however, then the immunization program would fail.
Likewise, if people arent educated about the dangers of influenza and the importance of preventative steps they can take, many wouldnt be immunized or take the steps that were
needed to protect themselves and their families. The Association of State and Territorial Health Officials (2009) reports that "a severe flu pandemic has the potential to last longer, make people
sicker, and cause more deaths than any other health crisis of our time". An influenza pandemic would not only affect individuals but society as a whole. Businesses, organizations,
and even the government itself could flounder in the face of such a severe prospect. To further complicate an already complicated situation, there seems to be no agreement between
agencies as to whether or not such a pandemic is already in play. The Association of State and Territorial Health Officials (2009) has proclaimed that there is presently no
such pandemic. The World Health Organization, however, officially declared an H1N1 pandemic on June 11, 2009 (Center for Disease Control, 2009). Fortunately, Kentucky has experienced only sporadic cases
