of literature briefly considers some of these key challenges before addressing the crucial question of whether community corrections should focus on rehabilitation as its primary goal or on punishment and
ensuring public safety. First of all, what, precisely, is meant by the term "community corrections"? Robert D. Hanser defines it as encompassing "all non-incarcerating correctional sanctions imposed upon an offender
for the purposes of reintegrating the offender within the community" (Hanser, 2010, p. 2). Special-needs and special category offenders: These offenders, which
includes: "domestic batterers, differing types of sexual offenders...substance abusers [and] mentally disordered offenders," require programs that maximize the offenders "potential for social reintegration," while reducing the likelihood of recidivism (Hanser,
2010, p. 91). Intermediate sanctions are "sentencing options between prison and probation that provide punishment," as they provide "increased control over offenders within the community" (Alarid, Cromwell and Carmen, 2008,
p. 161). These options include residential community correction facilities and halfway houses. Public demand for greater offender accountability: Convicted offenders have shown
by their behavior that they are unable or unwilling to comply with societal norms. Therefore, a principal goal of institutional corrections is to protect the public and prevent the commission
