The application of critical theory to the development of a questionnaire for politicians, administrators and community college executives demonstrates the correlation between the outcomes of the study and the onset of a paradigm for social engineering in the creating of the community college system. In understanding social engineering paradigms that are integrated into a questionnaire for the community college system, it is valuable to apply the theoretical perspective of theorists like Jurgen Habermas who recognized the role that argumentative discourse plays in defining and shaping a view of responses to questions. Jurgen Habermas recognized the necessity of supporting oral argumentative discourse, rather than the distribution of information through a nonargumentative and indirect format (Fusfield 301). Habermas theory of communicative action, then, is derived from the view of active, rather than inactive communication as a central component to ethical discourse (Ramsey 343; Parkin 417). It can be argued, then, that the introduction of a questionnaire like that presented in the Appendix demonstrates the link between the need for discourse on the impacts of the community college system and the integration of the social engineering paradigm. Some theorists have questioned the validity of applying Habermas theory of action to applied critical research, like that presented in the questionnaire format and quantitative approach, and suggested that the practical orientation that is basic to the principles of critical theory should attempt to focus on the research applications rather than seeking the relevance of Habermas macro-theoretical process (Parkin 417).
