the way that it looks after its elderly; those who have worked, had families and helped build the society in which we all live. In some societies the age range
of the retired or elderly population will be older than others, and as such we may argue, that in the UK, where there is an increased aged population, that this
is becoming an issue of increasing importance as it effects more and more people. Many individuals would much rather be cared for
in their home environment, however, this is not always practical, often due to financial rather than medical reasons. In the programmes that look to increase care in the community there
is an attempt to rectify this problem, but it has not always been successful. Provision was made for this in the National Health Service and Community Care Act 1990 (Lexis.com,
2000). The idea was to transfer the emphasis form institutional care, to caring for individuals in their own environments. The main thrust of publicity surrounding this tends to look not
at the elderly, but at those with psychiatric illness or conditions. However, it is a policy that has impacted on the care of many elderly patients.
The failure of the policy to realise real benefits was seen in many areas. This is not to say that patients did not benefit. Only that the
scheme was not as successful as desired, and more policies have developed. ). In 1995 the government went on to publish a new document entitled "Signposts to Success" to give
