communication can significantly impact foreign policy in particular. U.S. foreign policy has varied significantly over time and the country to which it was being applied. Our foreign policy
is particular interesting when it comes to Central America. The U.S. foreign policy that developed in regard to Mexico in the early twentieth century is of particular interest in
relation to how poor intercultural communication affected that policy. Even today U.S. foreign policy towards Mexico is concerning. Over time our interactions
with Mexico have ranged from invasive to standoffish. Some would even contend that we have largely ignored this close neighbor. In many respects our foreign policy to Latin
America in general has been characterized more by neglect than any other factor. Lazado notes, however, that we shouldnt be surprised by the general inertia which has existed to
produce an overall policy framework towards Mexico and Latin America in general questioning: "What single
strategy can deal with immigration from Mexico, political chaos in Venezuela, economic debacle in Argentina, drugs in Peru and Bolivia, civil war in Colombia, or the uncertainty of an eventual
post-Castro Cuba?" . Mexico, of course, is of specific interest to the U.S.
by nature of her proximity alone. Our policies in Mexico have been tempered by a variety of factors, not the least of which is Mexicos close proximity to the
