the countries of the Middle East for instrumental technological change. As a result, communication telecentres in the Middle East and digital learning systems have become the focus of a
number of recent studies. In understanding the use of communication telecentres in the Middle East, it is necessary first to assess the directives for educational development and the use of
information systems technology. Further, the value and impact of these communication telecentres should be assessed relative to the use of technology in Third World countries in general. This
perspective can then be applied to an overall understanding of the way in which information communication technology and technology-based learning systems can create positive economic change. The Development
of Communication Telecentres In the Middle East, distinct efforts have been made to improve the introduction and spread of technology, including the opening of a number of government operated telecentres.
The Egyptian government, for example, has proposed the opening of 300 publicly accessible telecentres that are available to members of the general public (Middle East: ICT Initiatives, 2003).
The idea behind these telecentres is to open access to the Internet, for those without private access (Middle East: ICT Initiatives, 2003). "Connected to the Internet via
a LAN, each telecentre is equipped with 10 PCs and offers training in a variety of IT-related fields. In collaboration with UNDP, national post offices, and local libraries, the Egyptian
