individuals. Needs Assessment In an atmosphere such as the one found within the local district where people are so highly valued, it would
be easy to assume that there would be no on-going track-stopping problems such as a breakdown of communications. Along with rapid changes in the community and in the workforce,
however, leadership gradually had slipped into the trap of simply dealing with the daily problems, just keeping up with events rather than pulling back some and looking at the general
direction in which the district was headed. Leadership and teaching staff had drifted away from each other, and a "we vs. them" attitude not only had taken root, but
was showing all signs of flourishing. In a review of the book, Improving Organizational Surveys: New Directions, Methods and Applications, the reviewer,
a management professor at the University of Georgia, says of the combined efforts of the books authors "although it is abundantly clear that the 19 authors have a great deal
