Interstate Commerce Commission (ICC) was established in 1887 to become the first regulatory commission in U.S. history. It began as an independent agency of the U.S. government and was
charged with regulating price and performance aspects of moving goods across state lines. All ground transportation types came under ICC jurisdiction as they came into being, as well as
the companies and agencies that brokered or otherwise arranged interstate shipment of tangible goods. The ICC was founded in response to outrage over
abuses of railroad malpractices, but it lacked enforcement abilities in its earliest years. The Hepburn Act (1906) expanded the ICCs jurisdiction to include all forms of ground transportation by
1940, and provided enforcement features that also were gradually expanded to keep pace with technological advances in types of transportation available for the movement of goods across state lines.
The next federal agency to focus on similar issues - but from the perspective of the consumer rather than of business - was the
