Commercial Drivers License Program The development of the Commercial Drivers License Program in the Untied States is based on the Commercial Motor Vehicle Safety Act of 1986. Prior
to that time, it was recognized that while commercial motor vehicle operators required specific skills and knowledge, they were not necessarily treated any differently in terms of their licensing classification
(CDLP, 2007). The national effort extended from the belief that some drivers were operating commercial vehicles even though they were not qualified to drive these vehicles and drivers were
also able to obtain drivers licenses from one State by hiding convictions in other states (CDLP, 2007). The Commercial Motor Vehicle Safety Act of 1986 called for improvements
in the safety on the nations highways by maintaining control over licensure procedures for drivers of commercial vehicles. The Act allowed each State to retain the right to issue
the drivers licenses in that state, but created minimum national standards that each states department of motor vehicles had to integrate into procedures for commercial motor vehicle drivers licensing (CDLP,
2007). Essentially, the Act also took care of the problem of multiple licensing in varied states, by making it illegal t have a licenses in more than one state
and also by requiring sates to integrate testing of truck or bus operating capabilities in the achieving of a license (CDLP, 2007). In other words, it was not enough
for drivers to pass a written test to demonstrate knowledge of commercial driving specifications; drivers also have to pass a driving test based on national standards in order to achieve
