becoming prosperous and very inviting places once more. Of course, nothing is perfect and these regions have their problems as well, despite their improved condition. The following paper examines the
four principle aspects of such change as seen in "Comeback Cities: A Blueprint for Urban Neighborhood Revival" by Paul S. Grogan and Tony Proscio. The paper then analyzes their research
and work. Grassroots Revival Grassroots development is one of the most important elements of improving a city or a small community within a city. In essence, it
is the people who make a difference. It is the people who must get involved if change is to be seen. Without the individuals in a community there will be
no change and as such the grassroots approach, that which involves the activity of the people in the community, is the most essential element to improved urban development. Grogan and
Proscio (2000) illustrate one section of the Bronx in relationship to the grassroots power, stating, "The instigators of the Bronx miracle were the residents themselves, who formed grassroots groups out
of block clubs and churches. Most of these groups, typically called community development corporations, or CDCs, began forming in the mid to late 1970s" when the area was at its
worst and there really seemed to be no hope for anyone living there (Grogan; Proscio, 2000; 56). These people started getting involved, started harassing the unfavorable elements in their community,
