average citizen of a given country is able to see his or her quality of life increasing directly as the result of economic development, enjoying a higher standard of living
and contributing to an overall picture of positive social development. This is certainly the ideal to strive for, but unfortunately, it does not always reflect the reality of the situation.
It is entirely possible for a region or even an entire country to experience what qualifies as "economic development", without poverty itself being substantially reduced in any way. This is
possible, in part, because of fundamental social inequalities that exist in the region before development begins, which in turn guide the direction of that development. For example, if a country
lacks institutions to facilitate distribution of wealth to those most impacted by poverty, then it is entirely possible that economic development could occur in such a way that the most
needy are overlooked entirely, with development actually increasing the poverty gap between the rich and poor, while superficially increasing the regions overall economic condition. Clearly, such growth is not sustainable
in the long term, and something must be done to establish underlying conditions of social support and equality, whereby development might more evenly promote growth in all levels of society.
This paper will present an overview of the issue of poverty and unequal development in post-reform rural China, and present a variety of suggestions for interventional strategies, as well as
