In assessing the ways in which specific countries and groups of countries develop policies with regard to issues of defence and the environment, it is useful to consider
that the perspectives adopted by such nations will to some extent be dependent on their vested interests in other issues, such as ideological and economic considerations. This can lead to
something of a conflict of interests in terms of the level of priority which particular nations place upon such issues, and the way in which they see themselves with respect
to other countries policies on similar issues.
For example, with regard to combating terrorism, the stance adopted by each country will depend to a great extent on the way in which
terrorism is perceived. Because of different ideological constraints and a lack of consensus regarding the way that ideological aims can be achieved, it is almost impossible even to arrive at
a definition of terrorism which is agreed upon universally. For instance, Betts (2001) makes the point that even those individuals who state that that they are against terrorism in principle
may well still be in favour of what he refers to as extreme action.
He cites as an example the American bombing of European civilians during the Second World War, noting that under other circumstances
this would have been construed as an act of terrorism. However, the action was perceived as justified because the US had entered the conflict as the result of hostilities by
