largely because of the number of traffic accidents in which young people were involved (Wechsler, et al, 2004). It then became important to the schools that they find a solution
to the problem. The first step was to find out if the administrators felt that they had a problem with alcohol at their school; the survey Wechsler and his colleagues
conducted found that almost all colleges and universities surveyed said that alcohol was a problem, though the degree to which they said it was a problem varied. All the
schools also responded that they were using various tactics to combat the problem, with varying degrees of success. "The most popular actions included providing counseling and treatment services for students
with abuse problems; conducting alcohol education targeted to freshmen; providing alcohol-free residences; employing a substance abuse official; restricting alcohol use at home athletic events; and conducting alcohol education targeted toward
fraternity members, sorority members, or athletes" (Wechsler, et al, 2004). In addition, 34% of schools "banned alcohol for all students on campus, and 43% of schools banned alcohol in all
on-campus student residences. Forty-four percent of schools restrict alcohol use at several college-sponsored, on-campus events" (Wechsler, et al, 2004). There appears to be a fundamental split in the methodology used
by the schools to address the problem. Some sought to reduce student drinking by "limiting alcohol use on campus" and others sought to reduce the demand for alcohol through education
