However, the federal government has been cutting some of its programs to help students and holding others stable even while tuition costs rise across the country. The result
is that a college education is out of reach for many young people who might otherwise have been able to go. This paper argues that the federal government should
increase the funds available to poor and middle-class students; it also explores the interest rates on student loans. Discussion Americans live in a fantasy world in many ways.
They claim that they believe in love that lasts forever, but the divorce rate is 50%. They claim to love their children, but send them off to daycare
centers instead of demanding that their companies provide facilities for child care. They claim that education is all-important, but there has been no public outcry at the Bush Administrations
failure to fund its much-touted "No Child Left Behind" Act; nor has the public been outraged by the cuts in Head Start; nor do they seem to care about the
decreasing amount of money made available for college. The rising expenses of college-Pennsylvania State University has hiked its rates 8-9% per year since 2001 (Butler, 2005)-insures that soon, only
the wealthy will be able to easily afford a college education thus depriving the nation of the talents of thousands of young people whose only fault is their lack of
funding. While colleges do have scholarships available, there are too few of them to help all the students who want to learn, and most of the states are teetering on
