than ever before - the Cold War had ended and there were new opportunities to build different kinds of relationships with Russia, East Asia and even Europe, all
of which could have reduced the nations burdens and exposure to risk (Clarke, 2001). In Clarkes opinion, there was an unprecedented opportunity for constructive change in foreign policy and foreign
affairs (Clarke, 2001). Clinton failed to grab those opportunities, however. In fairness, there were some successes in this arena, though. For instance, the negotiating climate in the Middle East and
Northern Ireland were improved slightly and Clinton did push for better trade relations with China (Clarke, 2001). He also normalized relations with Vietnam (Clarke, 2001). Unfortunately, the failures far
outweigh these little steps taken in the right direction. The Clinton administration consistently interfered and meddled in numerous situations and disputes in which America had no interest. For instance,
there was meddling in complex disputes going on in the Balkans and then this government left the mess to Bosnia and Kosovo (Clarke, 2001). The same kind of failures occurred
in Colombia (Clarke, 2001). The missed opportunities are numerous, as well. The Clinton administration could have done a great deal to help integrate the newly democratic Russia into the
West but Clinton did nothing but antagonize Russia by supporting the expansion of NATO and also by waging a war against Moscows allied in the Balkans (Clarke, 2001). The
following outlines some of the foreign policy mistakes and failures of this administration: * Sudan: Clinton had the only pharmaceutical company in Sudan destroyed because they thought it was
manufacturing drugs (Alternative Insight, 2001). * Iraq: Air strikes continued on Iraq despite the fact that they primarily killed citizens and not military; Clinton even ordered another attack during his
