to perceive climate change in accordance with a human rights perspective because of the devastating effects that drastic climate change is predicted to have on populations. For example, the Intergovernmental
Panel of Climate Change (IPCC) has stated, with a high degree of confidence, that climate change currently increases the global incidence of disease and mortality (Bell, 2011). Premature death is
expected to result from injuries caused by natural disasters, water stress, malnutrition and disease due to the increase in floods, storms, droughts, fires and heat-waves (Bell, 2011). The IPCC
attributes the increase in worldwide average temperatures, which have occurred since the middle of the twentieth century, to anthropomorphically produced greenhouse gases (GHG). The confidence level of the IPCC that
human activity is responsible drastic climate change is over 90 percent, which is why many activists and commentators argue that drastic climate change should be regarded as a human rights
issue (Bell, 2011). This argument is based on the fact that the industrialized countries violate human rights by emitting GHG, which result in detrimental climate change. A human rights
approach to climate change prioritizes the rights of individuals to "life, physical security, subsistence and health" and argues that these rights require protection from violation that occurs because of human
