There are many opportunities for the misuse of discretionary authority exercised by personnel in the various fields of the criminal justice system.
This is particularly true for police officers and it is particularly concerning as well. Police officers comprise the most personal point of contact the common citizen has with the
criminal justice system. Fortunately, mechanisms are in place to reduce the misuse of discretionary authority. One of those mechanisms is the civilian review committee.

a lawful society demand that police officers behave in a moral and ethical way. Traditionally law enforcement agencies have promoted the control of personnel behavior in terms of ethics
through their para military structure (Gaines and Kappeler, 2008). Police administrators have attempted to supplement this organization with written policies and procedure to regulate officer conduct. In spite of
their rigid paramilitary structure, well-worn operating policies, and increased tort liability claims, however, police departments across the country continue to document cases of police misconduct, ranging from petty misfeasance to
