was to "identify, create, and make known programs and methods communities could implement to address tensions and conflicts caused by discriminatory practices" (An Antidote To Racial Violence). Indeed, history
has clearly illustrated that a significant element of racial discord comes as a direct result of the antagonistic attitudes exuded between law enforcement and urban youth. This severe lack
of beneficial interaction served to fan the flames of criminal activity among minority populations, further perpetuating the vicious cycle of racial intolerance at the highest source. What had to
occur was a renewed approach from both sides that encompassed compassion, understanding, trust and most of all outright tolerance. "If these feelings of alienation are left unattended - and
in many cases they have been - they contribute to decline in the quality of life in many urban areas across the Nation" (Anonymous, 2002). Community policing sought to address
