Introduction Using the Internet to conduct business is common in the private sector. This is not true in the public sector. Little research has been conducted on local governments using e-procurement, which goes beyond just purchasing. The e-procurement process includes searching, sourcing, negotiation, ordering, receipt, and post-purchase review (Vaidya, Sajeev & Callender, 2006). Organizations used Internet-based information and communication technologies in e-procurement. In other words, e-procurement automates all of the procurement processes through electron systems, most specifically, the Internet.
