Paul Peterson has argued that cities are compelled to compete with other cities in regards to the development of new businesses and industry in order to expand their tax base and generate new revenues. Peterson pictures redistributive policies as "pernicious" and "unproductive" because they undermine a city's competitive edge (Peterson 40). Basically, Peterson sees developmental policies as beyond the scope routine local politics, leaving only allocational policies are the only remaining arena for local level debate (Peterson 40-44). Is this pessimistic assessment accurate? Is it possible to have a truly progressive agenda within the context of contemporary urban politics? definition of what is meant by "progressive" should be explored. DeLeon defines "progressive" in terms of meanings associated with the "Left" and "liberal" concerns (DeLeon 32). In reference specifically to
San Francisco, progressivism is composed of three distinct Left subcultures and ideological tendencies, which are "liberalism, environmentalism and populism" (DeLeon 33). Progressives subscribe to all three of these agendas and
perceive no ideological contradictions in doing so. In his study of San Francisco, DeLeon describes a ideological war that occurred between proponents of development, who saw San Francisco has someday
rivaling New York City in size and development, and those who opposed this vision and wanted to preserve and conserve the flavor of the city, the progressives. DeLeon describes how
the progressive regime won this ideological battle, but while the pro-growth regime was defeated, the progressive failed to remained it with a viable alternative (DeLeon 7). Rather
than institute an alternative perspective, San Francisco evolved into what DeLeon terms an "anti-regime," that is, a government that imposes its vision via "impedimenta" rather than through positive policy formation
