many that increased pressure can be created by the commitment to the treaty by many other nations. China is a developing nations, but it is also one which realised the
danger to the environment caused by pollution. Carbon dioxide is believed, by the scientists, to be a major pollutant, and China may already be seen as recognising the risk as
the Chinese premier; Zhu Rongji, has already had to deal with a range of environmental issue in his home nations. The assessment of China is that this is a
treaty which should be agreed on to avoid the damage that may otherwise occur. China is already seeing first hand evidence of the damage, with smog clouds hanging over
cities. The need to deal wit air pollution is of paramount importance, and the attempts to renegotiate or stall the agreement being made are not seen as acceptable by China,.
Who feel that the treaty should be accepted as it is due to the urgency of the action required. The Chinese foreign minister; Zhang Jun when talking of the attempts
to change the agreement stated "There is no time to waste and there is no time to have long-lasting debates or negotiations" (Hillis, 2002). This indicates the strength of
feeling, however, there are also other needs. China may be fast to point out that they are classified as a developing nation, and as such by giving support they are
not under any obligation to cut their own emission. They are also the second largest polluter, with only the US exceeding them, and are a poor country as such there
