A 10 page paper discussing how the bureaucratic politics model has influenced US foreign policy regarding China since China's accession to the World Trade Organization (WTO). China's need for greater economic prosperity for its people and greater international acceptance likely have been the driving forces behind its willingness to make any concessions at all to US requests. Certainly all conditions in China do not fit with the US' conception of democracy and individual freedom. The bureaucratic politics model has provided a means of reaching a common ground of understanding in which each side can maintain healthy respect for the other while making beneficial concessions that do not compromise either country's national sovereignty. of Chairman Mao has proven to be the salvation of the Chinese government, which found it could not support Chinas burgeoning population under the communist system. Though it retains
a strong socialist bent and prefers that philosophy, it also has come to understand that capitalistic activity is necessary to support the people of the nation. This has given
the United States a point of leverage, of course. Prior to Chinas accession to the World Trade Organization (WTO), the US could diplomatically appeal to the Chinese government to
improve conditions relative to human rights and to divert attention away from nuclear proliferation to other, more constructive pursuits. It could not, however, insist on such things. The
