the main problems in dealing with issues of social exclusion is that although poverty is generally accepted to be a significant factor, it is not necessarily the case that the
two are synonymous, since social exclusion is a complex phenomenon which depends on a number of factors. Social exclusion can be regarded as a generic term for the effect on
people when there is a combination of social problems in their area - unemployment, poor housing, lack of education facilities, high crime-rate, high level of family breakdown and so on
- or it can also describe the phenomenon which certain groups undergo when they are "pushed out" of society due to a particular event or a particular characteristic. There are
millions suffering from social exclusion because of unemployment, poor health, lack of transport, and lack of community support.
Poverty may well be an important factor, but it is not everything: increasing benefits is not going
to improve their quality of life to any significant extent. On the other hand, there are also large numbers of people on equally low incomes who are living productive lives
within flourishing communities. As Toynbee (2004) notes, without including all the indicators of social inclusion in the broader picture, it is impossible to assess what the needs of the individuals
concerned actually are, and how best they might be met. The government has a wide range of programmes which are intended to deal with these issues but even so, as
Toynbee notes, they have no way of assessing the total impact of these policies on the lives of real people: income figures alone do not give an accurate picture, because
