Russia experienced a "flawed reactor design" that resulted in a "steam explosion" wherein "fire released at least five percent of the radioactive reactor core into the atmosphere and downwind. Some
31 people were killed" and numerous others are still experiencing many health problems (World Nuclear Association, 2004). Much of the facility, following the disaster, was shut down. However, Chernobyl still
functions today, although from a safety perspective many argue it should be completely shut down. The following paper examines some of the safety elements in place today in Chernobyl.
Chernobyl and Safety Many people, professionals and scientists, argue that 16 years or more after the accident Chernobyl is still one of the most potentially dangerous nuclear plants in
the world (Pretzsch et al., 2002). It seems that the sarcophagus used today was actually built in a very short period of time and was actually built on the "basements
of old structures of unknown stability of the former unit 4. Inside the Shelter remained about 96 % of the irradiated nuclear fuel inventory of the reactor of unit 4
before the accident" (Pretzsch et al., 2002). In light of this all activity, whether working or planning or maintenance, presents dangers to those involved (Pretzsch et al., 2002). There appear
to be many people or organizations involved in tracking the safey, or lack of safety, in relationship to Chernobyls sarcophagus. For example, "Russias atomic energy minister, Aleksandr Rumyantsev, said at
a news conference here today that the so-called sarcophagus had a lot of holes and should be quickly covered by a new enclosure to safeguard against a collapse" (Wines, 2003).
There is also the Ukrainian Fuel and Energy Ministry who are involved in the process, although they have a tendency, it seems, to argue that the structures are sound and
