generally works; in fact, those who are convicted of a crime are typically treated in such a way that punishment becomes the exclusive focus of incarceration, at the expense of
rehabilitation. Without rehabilitative measures in place, it becomes extraordinarily difficult for individuals to eventually rejoin non-penal society once their sentences are up. Consequently, many of those who are released from
prison, either because they have served their sentences or because they are granted parole, are left without sufficient resources to reintegrate and quickly find themselves arrested again, becoming "career criminals".
While many suggest that this is evidence that these repeat offenders should not be back "on the streets" in the first place, it may well be that the fault of
rampant recidivism lies with the system, rather than the inmate. As scholars Seiter and Kadela have suggested, "the current lack of success in prisoner reentry lies not only with the
inmate but also with release and reentry programs" (Seiter & Kadela, 2003, p. 360). This paper will explore various approaches to parole and community reintegration efforts, with an emphasis on
how an institutional focus on the role of punishment rather than rehabilitation increases the rates of recidivism and undermines the purpose of the justice system as a whole.
