Act, the Individuals with Disabilities in Education Act, and then No Child Left Behind Act have led to shifts in approaches to educating learners and meeting the needs of students,
educators, schools and communities. The Americans with Disabilities Act (ADA) was developed to enhance access for citizens with many different types of
disabilities, and has in turn led to the progression of educational developments and improvements in infrastructure to support all levels of participation. Educators have recognized the need to support
children with disabilities by taking whatever steps are necessary to helping individuals achieve participation, regardless of their specific disability. Americans with Disabilities Act
and the Individuals with Disabilities in Education Act (IDEA) were central pieces of legislation that changed the way people looked at individuals with disabilities. Both these pieces of legislation
defined clear directive to improve access and programming for people with disabilities on a variety of different levels. Section 504 of the Rehabilitation Act of 1973 is a general
civil rights law that was enacted primarily to provide individuals with disabilities equal opportunity to participate fully in activities afforded to individuals without disabilities. This act was patterned after
similar statutes prohibiting racial and sexual discrimination. Before enactment of Section 504, many individuals with disabilities were placed in segregated settings and relegated to second-class citizenship. Although Section
504 was enacted in 1973, its full implications are only now being realized. This is particularly true of those components that were infused into the Americans with Disabilities Act
