they have the task of teaching the students assigned to them. When the population of a school changed dramatically, teachers must change their instructional process and often the curriculum. Parents
are important stakeholders because their first concern is their children and, for some parents, the quality of their childrens education. School administrators represent another group of stakeholders. They are held
accountable for student achievement in their schools. The next set of stakeholders is the other employees in the schools. This includes instructional aides, secretaries, janitors, and others, depending on
the school. The Board is often placed first but they are not nearly the most important in terms of any changes made. They make decisions on information that may or
may not be accurate and they bow to community pressure at times. The rest of the community is also a stakeholder because the student population of nearby schools has a
direct impact on them and their property and, in some ways, their quality of life. This would be a very, very difficult negotiation process. Negotiations can be easy when the
right thing is being done for all people or when there are alternatives that will meet most of the needs of each group. That is never the case when a
schools boundaries are changed. Parents are correct when they say they deliberately bought their homes in specific neighborhoods because of the schools their children would attend. They would naturally not
